Launched in 2017, the Coalition for Epidemic Preparedness Innovations (CEPI) is an international coalition of governments, academic, philanthropic, private, public, and intergovernmental institutions whose vision is to create a world in which epidemics and pandemics are no longer a threat to humanity. Our mission is to accelerate the development of vaccines and other biologic countermeasures against epidemic and pandemic threats so they can be accessible to all people in need. CEPI has overseen a number of scientific “firsts”, including the first-ever Chikungunya vaccine to receive approval, the advancement of the first-ever Nipah virus vaccines into Phase 1 trials, and a MERS and Lassa vaccine into first-ever Phase 2 trials. CEPI has also supported the development of four COVID-19 vaccines, which have received WHO Emergency Use Listing (EUL), and co-lead COVAX, the global initiative to support equitable access to COVID-19 vaccines

CEPI’s five-year plan for 2022-2026 – known as CEPI 2.0 - aims to dramatically reduce or even eliminate the future risk of pandemics and epidemics. Central to the plan is CEPI’s goal to accelerate the time taken to develop safe, effective, globally accessible vaccines against new threats to just 100 days. Achieving this ‘100 Days Mission’, which has been embraced by leaders of the G7 and G20, would give the world a fighting chance of containing a future outbreak before it can spread to become a global pandemic, potentially averting millions of deaths and trillions of dollars in economic damage.

About the Tender

CEPI would like to appoint a consultant to provide political intelligence and conduct in-country stakeholder engagement within specific countries in the Middle East, with a focus on Qatar, Kingdom of Saudi Arabia. United Arab Emirates.

The consultant, who would work closely with CEPI’s Country Lead for these respective countries, would act as CEPI’s representative ‘on the ground’.

Key activities include:

  • Promoting our short and long-term objectives and raising awareness of CEPI’s mission, CEPI’s $3.5 billion plan to turn the tide against epidemic and pandemic infectious diseases, as well as progress made to date
  • Initiating, maintaining and improving relationships with relevant in-country stakeholders, including in government, parliament and civil society
  • Identifying relevant stakeholders and developing the most appropriate approach with respect to information sharing and outreach
  • Facilitating regular engagement through bilateral meetings and events (for example, ministerial roundtables or technical roundtables with academia and industry)
  • Facilitating high level visits for CEPI leadership
  • Seeking ways to improve stakeholder interactions more broadly, advising on how CEPI can best position itself in local settings
  • Monitoring policymaking and national strategies on vaccine development and global health towards better positioning and the advancement of CEPI in these countries
  • Contributing to internal stakeholder mappings, country profiles and/or workplans, as required
